Cluster QL can be 10% lower than the QL of the implant you are putting them into.
Each Cluster comes in three variations: Shining, Bright and Faded. Each of these types fits into a different implant location in the body.
Some implants have a large number of clusters that compete to fit in a particular location while others have very few. (heads, for example, have 24 different clusters competing for the shining slot while 4 other implants have just 1 cluster which will fit in a given slot, including only perception in shining ear slot, duck (exp) in faded feet slot, brawling in shining left arm slot, and fast attack in shining left hand slot)
There are several classes of stats that correspond to the way you raise (or don't) them in the Skill Menu. In each class all stats have the same bonus depending on the cluster type and QL. The various classes are:

for level 10 implants, a set of clusters for a skill will yield a total bonus of 18: (10 shining, 5 bright, 3 faded).
for level 20 implants, a set of clusters for a skill will yield a total bonus of 28: (15 shining, 8 bright, 5 faded).
at a skill level of about 100, 28 additional raises in a blue skill (rating 1.8 or 9 IP) like rifle is worth 7,014 IP and those 28 raises would take 7 levels to accomplish (max 4 raises per level).
there are 12 locations so the total number of skill bonusses possible is 216 for level 10 implants and 336 for level 20 implants. with level 20 implants it is theoretically possible to raise each of 12 skills deemed important by 28 levels each, although conflicting locations of clusters in implants will prevent that from happening.
4) nano programming
is a very expensive skill for adventurers (rating 4.0 the darkest blue). to make level 20 implants requires a nano programming skill of 85 to 100. assuming the general nano expertise buff (+20 nano prog) and the intelligence boost buff (+12 int = +3 nanoprog) that still requires a nano programming IP investment. assuming an intelligence of 72 (level 22 char that has raised int each level), that still requires about 60 raises of nano programming. that costs 8,280 IP to get there.
better to convince a friend to make them or to purchase them, but still not an outrageous investment of IP.
